Noel Chandler is a playable character in Star Ocean: The Second Story, its enhanced port Star Ocean: Second Evolution, its sequel Star Ocean: Blue Sphere, and Star Ocean: Anamnesis.
Star Ocean: The Second Story / Second Evolution[]
Noel's weapons are knuckles, much like Rena's, but often give higher attack values than hers, while also boosting his magic. Despite being a symbologist, Noel can equip some armors worn only by melee characters.
However, just like Rena, he is not a primary fighter and much rather relies on his wide range of healing and Wind and Earth-elemental symbology. Noel could be considered a jack-of-all-trades, being a little versatile on every aspect, but not excelling in any. All his stats are very balanced, but he lacks STR and Special Arts to make him a fighter, and doesn't have enough INT to stand out as a mage. In addition, though he can equip heavy armor, this is often not optimal since heavy armor doesn't increase INT, which is detrimental to his Symbology.
In Second Evolution only, if the player somehow has eight members before reaching Energy Nede, Noel will accompany the party as a non-playable character throughout the Cave of Crimson Crystals since all the party slots are full.
The Second Story R[]
Nearly all offensive spells have been reworked, and a lot of them now have multiple hits to make up for casting time. Most spells no longer pause gameplay and fighters can combo their abilities with symbologists to deal devastating damage. For example, Noel's Crushing Earth now covers less range, but can stagger enemies due to its multi-hit properties. Unfortunately the new Magnum Tornado is a bit "too random" to hit enemies and is not recommended, however Tetanus Wind, deals a surprising amount of Shield damage. Energy Arrow is incredibly useful even in the endgame, especially in the Solo Battles of Fun City's Battle Arena.
Noel's melee attack is much more reliable, which fits his jack-of-all-trades nature. Even though he is still not a good front-liner, he can use the new countering system to regain MP. Noel's value as a backup healer is expanded by the Assault Action system. In addition to aforementioned Tetanus Wind offensively, he can heal HP and status like Rena.
Noel's new ultimate weapon is the Natural Vice (received after completing 65 Guild Missions), which has a 25% chance to add an "Auto-Life" effect to instantly revive any character he heals or buffs the next time they die. This is no doubt intended to make up for his inability to cast Raise Dead. When upgraded into its Protection form, all of its stats are increased, more than doubling its INT and offering a massive 250 DEF. Additionally it now reduces Noel's cast time by 70%.
